Ontario Increases Education Accountability
  • 1996
  • Education Quality and Accountability Office (EQAO) began literacy and numeracy testing in Grade 3, 6, and 9
  • Trends
  • Board and school results identified areas of concern and action has been taken in many areas
  • Trend we want addressed:
  • Schools with high Aboriginal population,
  • students scored lower overall

  • Warren Hoshizaki, Director, Rainy River Board of Education and Chairperson for NOEL, raised the issue with Delbert Horton, CEO, Seven Generations Education Institute
  • First Nation
  • Delbert Horton invited Aboriginal education  leaders from Treaty # 3, Nishnawbe Aski Nation and Robinson-Superior to collaboratively address the issue, NAEC emerged

NOEL-NAEC committee on Aboriginal Student Achievement


  • This collaborative initiative between First Nation and Provincial educators is the first and only forum of its kind in Ontario(Canada)

 Northwestern Ontario Aboriginal Student Achievement Forum 2002

  • NOEL- NAEC gathered 100 Educators who listened to the issues and made recommendations which were forwarded to the Ministry of Education
  • Recommendations 11 and 12 of the Rozanski report came from our first joint forum in 2002

  • Recommendation 11.
  • the Ministry of Education obtain accurate data to establish the extent of school boards' needs related to the provincial role in the education of Aboriginal students and, on the basis of this data, implement a new grant targeted at the educational needs of Aboriginal students who are not living on reserves, and further, that the ministry require boards that are eligible for this grant to spend it on programs and services for Aboriginal students and to publicly account both for the expenditures and the results achieved
